The 2nd divisjon 1963 was the first season of the second highest Norwegian football league .

Participants were the eight relegated teams from the Hovedserien 1961/62 , as well as the remaining eight teams from the Landsdelsserien .

The 16 teams were divided into two groups. Each team played against each other twice on fourteen match days, divided into a round two. The two group winners were promoted to the 1st division, while the last two in each group were relegated to the 3rd division.
