The 1. Divisjon 1963 was the 19th season of the highest Norwegian football league and the first season under the name 1. Divisjon . The season began on April 26, 1963 and ended on October 13, 1963. It was the first to be played in a calendar year (spring to autumn, not from summer to summer with a long winter break in between, as in previous years).

Since the 1961/62 season served as a qualification for the new 1. Divisjon, it was also the first season with a single-track championship league in the new mode.

The 10 teams played against each other in a simple game round with a return game, so that each team played 18 games. Champion was the leader after the last match day. The last two teams had to be relegated. The leader after the first leg took part in the European Cup. This regulation was made because it corresponded to the end of the normal season of the European leagues.

Brann Bergen became Norwegian champion for the second time.

At the beginning of the season Steinkjer IFK took the lead and was able to hold out for four match days. Then, however, Lyn Oslo took the lead. At times they were five points ahead. After the first half of the season, however, they didn't play as consistently and so Brann Bergen came closer and closer. On matchday 16, they finally lapped Lyn Oslo and did not give up the lead.

As the leader after the first half of the season, Lyn Oslo took part in the European Cup.

Of the two promoters, only FK Gjøvik / Lyn had to relegate. Sarpsborg FK was able to hold out in the league.
