The 1. Divisjon 1978 was the 34th season of the highest Norwegian football league and the 16th season under the name 1. Divisjon . The season began on April 23, 1978 and ended on October 15, 1978.

The twelve teams played against each other in a simple game round with a return game, so that each team played 22 games. Champion was the leader after the last match day. The last three teams had to be relegated.

Start Kristiansand became Norwegian champions for the first time.

From the beginning there was a duel for the lead between Start and Lillestrøm SK . There was a constant change in which other teams could only intervene sporadically. With a home defeat on the last day of Lillestrøm and the simultaneous victory of Start, Start finally prevailed. It was also curious that Viking Stavanger was always within reach of these two teams, but never got past them. From the 10th to the 22nd game day they consistently took 3rd place.

Of the promoters Lyn Oslo , Skeid Oslo and Steinkjer IFK only Skeid Oslo was able to hold onto the 1st division.
