The 1. Divisjon 1964 was the 20th season of the highest Norwegian football league and the second season under the name 1. Divisjon . The season began on April 24, 1964 and ended on October 4, 1964.

The ten teams played against each other in a simple game round with a return game, so that each team played 18 games. Champion was the leader after the last match day. The last two teams had to be relegated.
The qualification for the European Champion's Cup was something special this season: Both the leader after the first leg (for the competition for the European Champion's Cup 1964/65 ) and the champion at the end of the season (for the competition for the European Champion's Cup in 1965 / 66 ) took part. For the future, this regulation meant that the actual master always took part in this competition, not the "half-time master" as was previously the case.

SFK Lyn Oslo became Norwegian champion for the first time.
Lyn's team had been at the top since the third matchday. At times they were five points ahead. They secured the championship on matchday 16. Because SFK Lyn were at the top both after the first half of the season and at the end of the season, they qualified for the following two seasons in the European Cup .
Of the two promoters, only Raufoss IL had to relegate. Sandefjord BK was able to hold its own in the league.
