The Norgesserien 1937/38 was the first season of the highest Norwegian football league. There have been earlier attempts to run a league (1914-1917, 1927-1932), but these were not recognized as such by the association. The Norwegian cup competition had existed since 1902, but it was played in a round system with knockout games.

mode

The teams were divided into eight districts (I-VIII). There were eleven groups in total, as three districts were divided into two groups (II A, II B, IV A, IV B, VA, VB). The winners of the groups were determined in a normal round of play with two legs. These then played the master in a knockout round. The districts with two groups determined the respective quarter-finals with a round trip.
