The 1. Divisjon 1984 was the 40th season of the highest Norwegian football league and the 22nd season under the name 1. Divisjon . The regular season began on April 29, 1984 and ended on October 14, 1984.

The twelve teams played against each other in a simple game round with a return game, so that each team played 22 games. Champion was the leader after the last match day. The last two teams had to be relegated. The third from last had to go to a relegation round against the two runners-up in the 2nd division (group A and B).
season
Vålerengens IF became Norwegian champions for the second time in a row. It was the fourth title overall.
In the first half of the season, the other teams were still in close contact with Vålerengens IF. But due to a very good second half and the weaknesses of the competitors, the team continued to stand out. Already after the 19th match day they could not be caught. The maximum advantage was eight points.
Of the promoters Fredrikstad FK , Molde FK and Strindheim IL , only Molde could hold the class.

Relegation
Moss FK was able to prevail in the relegation against the two runners-up in the 2nd division and stayed in the 1st division. This was the first time after the introduction of relegation games in 1981 that the team from the top division prevailed.
