The 2. divisjon 1971 was the ninth season of the second highest Norwegian football league .

mode

A total of 30 teams were divided into four groups. In groups A and B, eight teams each played that did not come from the north of the country. The two group winners were promoted to the 1st division. The last placed in both groups were relegated directly to the 3rd divisjon, the two penultimate played the third relegated.

Eight teams from the provinces of Nordland , Helgeland and Troms , as well as six teams from the province of Finnmark in District XI played in the district group IX-X . The two winners qualified for the northern Norwegian final. The first in the table from District IX-X rose to the 1st Divisjon. The District XI winner was not eligible for promotion.
