The 1. divisjon 1994 was the 32nd season of the second highest Norwegian football league and the fourth under the name 1. divisjon . It started on May 1, 1994 and ended on October 2, 1994.

The 24 teams were divided into two groups of 12 teams each. They played against each other twice on 22 match days, divided into a first round and a second half. By increasing the Tippeligaen from 12 to 14 clubs, the champions and runners-up were promoted from the two groups. The last two clubs were relegated to the 2nd divisjon.
