The 1. divisjon 2003 was the 41st season of the second highest Norwegian football league and the 13th under the name 1. divisjon . The season started on April 13th and ended on November 1st, 2003.

Master Ham-Kam and the second Fredrikstad FK rose directly into the Tippeligaen. The third-placed Sandefjord Fotball still had the chance in the relegation against the third-bottom of the Tippeligaen .

The last four teams Bærum SK, Manglerud Star, FK Ørn-Horten and Alta IF were relegated to the 2nd division .
