Attendees

By the end of May 2018, a total of 32 teams had registered to take part. Only 24 teams took part in the group draw on July 5, 2018 in Jakarta . The teams were divided into four pots according to their placements at the last soccer tournament of the Asian Games in September 2014 and drawn into six groups of four teams each. Host Indonesia was already set as the group head of group A.

In the original draw, two teams - Palestine and the United Arab Emirates - were left out, so the two were drawn to one of the six groups in another draw on July 25, 2018. Palestine came in Group A and the Emirates in Group E. Less than a week later, Iraq withdrew its team from the tournament. In order to bring all groups back to a minimum size of four teams, the Emirates were selected in another draw to replace Iraq in group C.

With a total of 25 teams, no new record was set. Of the participants in 2014, Afghanistan, India, Iraq, Jordan, Kuwait, the Maldives, Oman, Singapore and Tajikistan are missing a total of nine teams. Syria (last time in 2006), Bahrain and Qatar (both last time in 2010) are back. Chinese Taipei and Myanmar are represented for the first time with a U-23 team.
