He survived the annexation of Electorate Hesse by Prussia in 1866 unscathed and was now a royal Prussian district administrator. On March 22, 1868 he was appointed district administrator of the Fulda district. From 1867 Fulda developed into a center of German Catholicism . As district administrator and chief of the police in Fulda, Cornelius also had the task of reporting to his authorities about what was happening here. The importance of this task increased steadily in the developing Kulturkampf . The conflict also presented itself personally: Cornelius as the Reformed representative of the state on the one hand, the Mayor of Fulda Franz Rang , a central politician close to the Roman Catholic Church . Cornelius himself was probably not interested in the conflict. He tried to mitigate its effects. But as a civil servant he was bound by the instructions and had the minor seminary in 1873, in 1874, the seminary , 1875, the Franciscan Fraunberg , the Benedictine Monastery and the house of the English Ladies include, among other facilities. The asset management of these institutions, as well as that for the episcopal assets during the Sedis vacancy from 1875–1881, was in his hands. He was also involved in numerous commissions that administered or promoted educational and health institutions. Another central task of Cornelius was the integration of the Fulda district into the Prussian administration. From mid-1866 to the end of 1872, 2,691 new laws and ordinances had to be implemented.
Cornelius retired as District Administrator of Fulda on April 1, 1883.
