The Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN), German: Institute for National Historical and Artistic Heritage , is an independent Brazilian authority based in Brasília , which is assigned to the Ministry of Culture and maintains the lists of monuments.

  • April 18, 1936: Establishment of the provisional Serviço do Patrimônio Histórico e Artístico Nacional (SPHAN);
  • January 13, 1937: Lei nº 378 (Law No. 378) establishing the SPHAN as the official body for the preservation of the Brazilian cultural heritage;
  • November 30, 1937: The Decreto-Lei nº 25 regulates the activities of the SPHAN;
  • 1946: Name change of SPHAN to Departamento do Patrimônio Histórico e Artístico Nacional (DPHAN);
  • 1970: The DPHAN is transformed into the Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN);
  • 1979: Division of IPHAN into SPHAN as the regulatory body and the Fundação Nacional Pró-Memória (FNPM) as the executive body;
  • 1990: SPHAN and FNPM are dissolved and the Instituto Brasileiro do Patrimônio Cultural (IBPC) established;
  • December 6, 1994: Medida Provisória nº 752 (Provisional Measure No. 752) transforms the IBPC into the Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN);
  • 4th August 2000: Decree No. 3.551 (Decree No. 3.551) regulates a new “Registro de Bens Culturais de Natureza Imaterial” (registration of cultural goods of an immaterial nature);
  • February 2006: The "Programa Monumenta" (monument program) founded in 1995, previously coordinated by the Ministry of Culture, is transferred to IPHAN.

Article 4 of the law on monument protection regulates that four cadastres are to be kept:

  1. the Livro do Tombo Arqueológico, Etnográfico e Paisagístico for objects belonging to the categories of archaeological, ethnographic, Indian and natural monuments;
  2. the Livro do Tombo Histórico for objects of historical interest and historical works of art;
  3. the Livro do Tombo das Belas Artes for objects of fine arts and science of national or foreign origin;
  4. the Livro do Tombo das Artes Aplicadas for works of applied art of national or foreign origin.
