The Kielsen III cabinet was the 21st government in Greenland . It was formed after the 2018 election to the Inatsisartut .

Origin and existence

Both the Siumut and the Inuit Ataqatigiit , who previously occupied 22 of the 31 parliamentary seats, emerged from the election severely weakened. The main election winners were Demokraatit and the two new parties Nunatta Qitornai and Suleqatigiissitsisut , while Partii Naleraq and Atassutreceived only slight gains or losses in electoral favor. The Siumut was ready to talk in all directions. On May 3rd, the Democrats canceled a coalition with the Siumut and were only open to talks with the Inuit Ataqatigiit. In the afternoon, talks between Siumut and IA also failed, so that a coalition with the small parties remained the only possibility for the Siumut to form a government. On May 4th, ten days after the election, the coalition agreement between Siumut, Partii Naleraq, Atassut and Nunatta Qitornai was signed. The ministerial posts were announced at a press conference on May 11th.

The government was on shaky legs from the start, as it was a right-center-left coalition of four with only one seat majority. The separatist Partii Naleraq in particular proved to be a time bomb over time.

On August 24, 2018, Jens Napaattooq threatened that the party would leave the government if the fishing quotas in North and East Greenland were not lifted. These were already used up in the middle of the year, so that the hunters and fishermen in the regions were no longer allowed to pursue their activities. However, shortly thereafter , the Pinngortitaleriffik announced that the populations of narwhales and white whales would be further decimated by lifting the catch quotas. On Friday, September 7th, it was announced that the Danish Minister of State Lars Løkke Rasmussen would meet with Kim Kielsen on Monday, September 10th, so that Denmark could co-finance the three new Greenland airports. The law stipulates that Denmark does not provide more than 3.8 billion Danish kroner a year for Greenland. The Partii Naleraq was also not satisfied with the planned runway lengths, which were felt to be too long. At the same time, Finance Minister Pele Broberg planned that corporate tax should be halved, which would mean a deficit of 528 million kroner by 2022. The Partii Naleraq announced over the weekend that they do not approve of the Danish support. Kielsen also encountered headwinds from his own party, where there was talk of "colonialism".

On September 9th, the Partii Naleraq finally called a press conference, where the party chairman Hans Enoksen announced that the Partii Naleraq is leaving the coalition, which no longer has a majority. The anti-separatist Atassut reported in the person of party chairman Siverth K. Heilmann that the resignation was seen as a relief. He said that he did not understand anything that was recently going on in the party and that he had the feeling that Hans Enoksen did not have his party members under control. Just a few hours later, Sara Olsvig from the Inuit Ataqatigiit announced that, as the previous opposition party, she was ready for coalition talks. On the other hand, Niels Thomsen of the Demokraatit said that his party would show less interest in entering into a coalition without much concession from the Siumut. Kim Kielsen announced that the other two governing parties were still interested in participating in the government and that a new election was excluded. He also stated that the Danish airport financing should be signed on Monday. The Partii Naleraq organized a demonstration during which Kim Kielsen, among others, was referred to as a “dictator”, from which the party later distanced itself. Also on September 10th, the departments of Pele Broberg were handed over to Vittus Qujaukitsoq on an interim basis , while Doris J. Jensen took over those of Anthon Frederiksen .

On October 2nd, after new coalition negotiations, a minority government of the three remaining parties, supported by the Democraatit, was formed. The next day Vivian Motzfeldt was appointed Speaker of Parliament. Until the appointment of the Kielsen IV Cabinet on October 5, their portfolios were divided between Aqqalu Jerimiassen and Erik Jensen .
