Lothar Rühl (born January 14, 1927 in Cologne ) is a German political scientist , journalist and publicist . For many years he worked for Die Welt and ZDF in Brussels and Paris. From 1982 to 1989 he was State Secretary in the Federal Ministry of Defense .

Life

Rühl was born in 1927 as the son of a chemist and attended a secondary school in Plauen . In 1944/45 he was called up for military service with the paratroopers with whom he took part in the Battle of Berlin .

In 1946 he passed his Abitur in Mülheim an der Ruhr and studied law, political science and history at the University of Bonn and the Sorbonne (among others with Raymond Aron ) and at the Institut d'études politiques de Paris (Sciences Po). After the diploma in political science, he was in 1971 when Alfred Grosser in Paris with a thesis on French military policy from 1958 to 1968 to the Dr. rer. pole. PhD. In 1986 he qualified as a professor at the Faculty of Economics and Social Sciences at the University of Cologne with the thesis The Security of Europe under the Conditions of Global Strategic Parity , a research assignment from the Fritz Thyssen Foundation .

In 1949 he became a correspondent for the Agence France-Presse (AFP) news agency in Bonn. He also worked for Spiegel from 1954 to 1959 in Paris. In 1960 he became an employee and later a correspondent for the daily newspaper Die Welt in Paris and a reporter for the Hessischer Rundfunk . Between 1969 and 1973 Rühl was deputy editor-in-chief of Welt in Hamburg and until 1980 head of the ZDF studio in Brussels, where he specialized in security policy.

In 1981, at the request of the FDP, he became Deputy Government Spokesman of the social-liberal federal government as Ministerialdirektor . From 1982 to 1989 he was a permanent state secretary in the Federal Ministry of Defense under Defense Minister Manfred Wörner . In 1989 he came back to the world and published articles in the FAZ and NZZ.

In 1993 he became Associate Professor for Political Science at the Research Institute for Political Science and European Issues at the University of Cologne and as such he also works with the Center for European Integration Research (ZEI) at the University of Bonn .

From 1991 to 1999 he was a member of the Governing Board of the Stockholm International Peace Research Institute , from 1992 to 1998 a member of the Advisory Board of the Federal Academy for Security Policy and board member of the Foundation for Science and Policy SWP Ebenhausen / Berlin; from 2004 to 2007 member of the Academic Advisory Council of the NATO Defense College Rome. He is u. a. Member of the International Institute for Strategic Studies , the Clausewitz Society and the German Society for Foreign Policy .

In 2008 he gave the Manfred Wörner speech at the Federal Academy for Security Policy.

Rühl is married.
