Horst Teltschik (2014)

Horst M. Teltschik (born June 14, 1940 in Klantendorf / North Moravia , today Kujavy in Okres Nový Jičín , Czech Republic ) is a German political official and economic manager . He was a close confidante of Helmut Kohl and worked in the Federal Chancellery . From 1999 to 2008 he headed the Munich Security Conference .

Origin and studies

At the end of the Second World War , Teltschik's family fled to Bavaria. His father, who was previously self-employed, found a job in Tegernsee as a worker. Teltschik, who was actively involved in the Catholic youth movement at the Bund New Germany , most recently as the youth leader of the deanery , attended the Tegernsee high school and graduated from high school in 1960.

After completing basic military service as a reserve officer candidate and a. with Panzerbataillon 54 of the Bundeswehr (1960–1962; last rank lieutenant in the reserve) he studied political science , modern history and international law at the Free University of Berlin from 1962 to 1967 . During his studies he was RCDS chairman at the Free University of Berlin, later state chairman of the RCDS in Berlin and deputy federal chairman (1965/66). In 1967 he wrote his thesis on the Sino-Soviet conflict .

After a short academic career (1968–1970), Teltschik turned full-time to politics as a university assistant at Richard Löwenthal's chair for international relations at the Otto Suhr Institute for Political Science .

From 1970 to 1972 he was head of the “Foreign and German Policy” group in the CDU federal office ( Konrad-Adenauer-Haus ) in Bonn. In 1972, the then Prime Minister of Rhineland-Palatinate, Helmut Kohl, won him as a consultant (leading ministerial councilor ) for the State Chancellery in Mainz. Since then, Teltschik has been one of his close advisors. In 1977 he became head of the office of the chairman of the CDU / CSU parliamentary group in Bonn.

In 1982, the ministerial director became head of the department “Foreign and domestic relations, development policy, external security” in the Federal Chancellery in Bonn. A year later he became deputy head of the Federal Chancellery headed by Waldemar Schreckenberger (CDU) and later by Wolfgang Schäuble (CDU) and Rudolf Seiters (CDU). In 1989/90 he was special envoy for negotiations with Poland ; he was involved in the German-German negotiations of the turning point and German reunification .

Activity in business

From 1991 to 1992 he was managing director of the Bertelsmann Foundation in Gütersloh and was also a member of the advisory board .

From 1993 to 2000 he was a board member of the BMW Group for the newly created department “Economy and Politics” and from 2000 to 2003 he was the board member for Central and Eastern Europe, Asia and the Middle East. From 1993 to the end of 2003 he was chairman of the company's own BMW Foundation Herbert Quandt in Munich.

From 2003 he was President of Boeing Germany and Vice President Boeing International. After the dispute over state subsidies between Boeing and Airbus had escalated and led to mutual complaints before the WTO in October 2004 , the conflicting parties tried to defuse the dispute in December 2004. Teltschik explained on behalf of Boeing that the company did not see the WTO as a “suitable platform” for disputing competitors. Teltschik ended his work at Boeing on June 30, 2006. Since then he has been working as a freelance consultant.

Teltschik chaired the Munich Security Conference from 1999 to 2008 . At the beginning of March 2003, the Ministry of Defense and the Federal Press Office considered replacing Teltschik in this role because of his post as President of Boeing Germany . Teltschik, however, did not see himself in a conflict of interest: “If Boeing were a pure arms company, he too would consider his involvement at the conference to be 'problematic'. The military share in the US company is only about 20 percent. ”He rejected the designation“ lobbyist ”because“ if he had only played the door opener for Boeing, he would never have accepted the job ”.

Honorary professorship

In mid-2003 he accepted an honorary professorship at the new Faculty of Economics at the Technical University of Munich . He had been lecturer at the Technical University since November 1996.

In 2009 he was the founding president of the Korean-German Institute of Technology (KGIT) in Seoul.

family

Teltschik has been married since 1967 and has two children. He lives in Rottach-Egern on the Tegernsee .

Teltschik belongs to the Senate of the German National Foundation , the Board of the India Institute, the Board of Trustees of the Eugen Biser Foundation , the Board of Trustees of the Friends of the Hebrew University of Jerusalem in Germany, the Board of Trustees of the Konrad Adenauer Foundation, the Board of Trustees of CARE Germany , the board of trustees of the Sudeten German Academy of Sciences and Arts , the support group of the Foundation Economy Helps Hungry People , the advisory board of the Atlantic Initiative , the advisory board of Deutsche Vermögensberatung and the advisory board of the Consileon Business Consultancy.

From 2002 to 2011 he was President of the German-Israeli Business Association (DIW), and was previously a member of the German-Japanese Dialogue Forum (DJF) and the German-Indian Advisory Group (DIBG). Teltschik was a member of the Presidium of the Economic Council of the CDU and the German Society for Foreign Policy (DGAP) as well as a member of the International Advisory Board of the Council on Foreign Relations (CFR). From 1993 to 2003 he was chairman of the Society of Friends and Patrons of the Munich Philharmonic and from 2000 to 2007 he was a member of the university council of the Academy of Fine Arts in Munich .

From 2002 to 2010 member of the board of directors of the pharmaceutical company Roche .

Teltschik is involved in the advisory board of the Association for Justice between Israelis and Palestinians .
