The parliamentary elections in Albania 2021 took place on April 25, 2021.

It was the ninth election for Kuvendi i Shqipërisë , the parliament of the Republic of Albania , since the fall of the communist regime in 1990/91.

background

Political development

After the election in summer 2013 , the Socialist Party (PS) took over the majority from the ruling Democratic Party (PD) . Edi Rama then replaced Sali Berisha as Prime Minister. After a significant increase in the vote in the summer of 2017 , the socialists were even able to govern without a coalition partner - they had won 74 of the 140 seats. The PD, on the other hand, lost approval and for the second time since 1991 it achieved less than 30 percent.

The opposition, led by the PD, which had protested against the “undemocratic” processes before the election, did not recognize the election result and boycotted parliamentary work. In the tense political environment, the opposition parties also boycotted the 2019 local elections .

A year before the election, there were some significant changes to the electoral law by adapting some constitutional articles. The opposition accused the PS that these changes would violate the agreements reached before the 2019 elections. International experts criticized the procedure, but said the changes were not problematic.

In the run-up to the vote, there were demonstrations and violent clashes between supporters of the various political camps. In Elbasan , a PD member shot dead a PS election worker and injured four other people on April 21.

Incumbent government

After the 2017 election, Edi Rama was able to take up his second term as Prime Minister. In contrast to his first cabinet, he was no longer dependent on a coalition partner, at that time this was the Lëvizja Socialiste për Integrim (LSI) party . The second cabinet accordingly consisted exclusively of members of the PS.

Electoral system

The 140 members of parliament are elected in twelve multi-member constituencies, which correspond to the twelve Qarks . It is a proportional representation with unchangeable party lists. The electoral threshold for this election was reduced to one percent for the first time. The seats are distributed among the parties according to the D'Hondt procedure . Coalitions were only possible to a limited extent in these elections.

Due to demographic shifts, there were some changes in the distribution of seats in the constituencies: Qark Dibra and Qark Gjirokastra each lost one seat, both of which went to Qark Tirana .

A test with electronic voting and counting will take place in constituency No. 40 in Tirana.

OSCE mission

The OSCE Observation Mission (ODIHR) found that all sides had confidence in the electoral process and the electoral authorities. There were complaints about the interference of government agencies in the election campaign and the purchase of votes.

Registered parties, initiative committees and coalitions

A total of at least 25 parties and three initiative committees take part in the elections. The Democrats formed the “Partia Demokratike - Aleanca për Ndryshim” (PD-AN) coalition with twelve smaller parties , which were listed as a list due to the ban on coalitions. However, the LSI appears as a separate list. Another coalition "Shqipëria - Shtëpia që fiton" (ShQF) was founded between this coalition, led by the Democratic Party, and the LSI.
