Prescott and Russell United Counties (French Comtés unis de Prescott et Russell ) is a county in the southeast of the Canadian province of Ontario . The county seat is L'Original in the parish of Champlain . The population is 85,381 (2011), the area 2004.44 km², which corresponds to a population density of 42.6 inhabitants per km². Located on the Ottawa River , the county was formed in 1820 through the merger of Prescott and Russell Counties . Around two thirds of the population belong to the French- speaking minority of the Franco-Ontarians .
