The Prva liga Srbije i Crne Gore 2003/04 was the twelfth season of the highest Serbian-Montenegrin league. It was the second season after the renaming of the country BR Yugoslavia and in the course of this also the Liga Prva liga SR Jugoslavije . The game was played from August 9, 2003 to May 15, 2004.

Defending champion was FK Partizan Belgrade .
