The Divizia A 2003/04 was the 66th season in the history of the Romanian football league . It started on August 9, 2003 and ended on June 3, 2004 . Games were closed from mid-December to early March ( winter break ). Champion Dinamo Bucharest .

The Divizia A played with 16 teams. The last three teams were relegated to Divizia B after the relegation games held in previous years had been abolished. There were three points for a win, one point for a draw and no points for a defeat. If two or more teams were tied at the end of the season, it was not the goal difference that decided , but the direct comparison.
