The 2003/04 Maltese Premier League was the 89th season in the history of the Maltese top football league . It started on August 22nd, 2003 and ended on May 9th, 2004. The champions were the Sliema Wanderers for the 25th time .

Compared to the previous season , the newly promoted FC Msida Saint Joseph and Balzan Youths replaced the relegated FC Marsa and FC Mosta . While Balzan was first class, Msida was back for the first time since the 1978/79 season .
mode
First, a preliminary round with home and away legs was played. The first six teams qualified for the championship round, the remaining four for the relegation round. Half of the points achieved in the preliminary round were taken over, rounded up if necessary. There were three points for a win, one for a draw and no point for a loss. In the event of a tie, a decision game was provided for the decision about the championship and the relegation places. The last two placed had to relegate to the First Division.
