Sand Point or Qagun Tayagungin is a place with 893 inhabitants on Popof Island in the Aleutians East Borough in the state of Alaska in the United States of America and at the same time the administrative seat of the borough . The place was founded in 1898 as a trading post and fishing village and initially mostly inhabited by Unangan and Scandinavians , today almost half of the inhabitants are from Aleutians , mostly from the Qagan Tayagungin tribe .
