Severobaikalsk was established in 1974 in connection with the construction of the Baikal Amur Mainline (BAM) as the most important logistical center for the construction of the western to central section of the railway line. Nizhneangarsk, however, remained the administrative center of the Rajon.

In 1981, regular rail operations from the west to Severobaikalsk and Nizhneangarsk began; on the further route to the east in the direction of Tynda only in 1989. After the completion of the railway line, the population of the city fell, but thanks to its favorable location on Lake Baikal, less than in other places along the route.
