history

On September 28, 2010 the state government passed the “First Law on Local and Administrative Reform” with the aim of improving the efficiency, competitiveness and administrative power of local structures. For municipalities it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). The municipalities of Hillesheim and Obere Kyll fell well below this value.

On April 25, 2018, the state parliament approved the bill to merge the municipalities of Gerolstein, Hillesheim and Obere Kyll.

On the occasion of the merger, the state of Rhineland-Palatinate paid an amount of four million euros, which was used exclusively to repay the debts of the former municipality of Obere Kyll.
