The Federal Office for Infrastructure, Environmental Protection and Services of the Federal Armed Forces ( BAIUDBw ) is a higher federal authority within the portfolio of the Federal Ministry of Defense (BMVg) and was founded on August 1, 2012 as part of the realignment of the Federal Armed Forces . It is essentially subordinate to the Infrastructure, Environmental Protection and Services (IUD) department in the Federal Ministry of Defense. In BAIUDBw are tasks that have been abgeschichtet from the Ministry of Defense, further tasks from the former Federal Office of Defense Administration , the Federal Office of Defense Technology and Procurement , the military district administrations , the Joint Support Command and the Armed Forces Office and this subordinate military infrastructure rods together.

Facts

In the area of the Federal Office including its subordinate departments, around 21,400 employees will work in the target structure. The BAIUDBw has around 2,300 members, including around 700 employees from the seven competence centers for construction management in Kiel, Hanover, Düsseldorf, Wiesbaden, Stuttgart, Munich and Strausberg, who are part of the office. The BAIUDBw is based in Bonn.

The Federal Office is responsible for this

With the decommissioning of the former military area administrations on June 30, 2013, a two-stage structure of authorities was completed.

Responsibilities

The BAIUDBw is responsible for all central tasks in the areas of infrastructure, legal protection tasks, finance and controlling as well as services and law. The tasks are carried out in mixed civil and military structures. The office also ensures these support services for missions abroad, has interfaces to the areas of personnel, equipment, budget and law, and represents the interests of the Bundeswehr vis-à-vis other nations, federal states, associations and the economy within the scope of its responsibilities. The BAIUDBw is also the protection area authority in accordance with Section 9 (3) Protection Areas Act .

The seven regional competence centers for construction management are responsible for infrastructure matters and regional protection tasks in their respective areas of responsibility. They form the interface to the state building administration, the Federal Agency for Real Estate Tasks and the Bundeswehr service centers . The competence centers are a regional guarantee for “infrastructure from a single source”. You carry out infrastructure measures in the local area of responsibility with civil-military teams, take on the role of builder vis-à-vis the building authorities of the states and municipalities and are the contact persons for users on site.

The BAIUDBw also has a competence center Travel Management (KompZ TM Bw) for travel planning, travel accounting, separation allowance and relocation processing in Bonn as well as for the accounting of travel expenses, relocation expenses and separation allowances in the locations Kiel, Hanover, Hamm / Münster, Landsberg am Lech and Leipzig.

In the opinion of the Federal Ministry of Defense, the new office created clear responsibilities in the organizational area of IUD and reduced interfaces and duplicate structures. Technical and organizational skills were brought together. Around ten percent of the posts are occupied by soldiers. This is intended to create synergies, simplify coordination and strengthen technical responsibilities.

Organizational structure

The office is divided into a management team and six departments (department heads):

Management staff: organizational strategy, personnel strategy, legal advice, strategy, controlling, planning, press information center,
Central matters: Organization and supervision of the subordinate area of the BAIUDBw, central tasks for the organizational area of infrastructure, environmental protection and services
Personnel and security: civilian personnel, military personnel processing, basic and advanced training
Finances and controlling: Controlling, profitability studies and central accounting for the entire Bundeswehr
Infrastructure: Infrastructure budget, infrastructure planning and provision in Germany and in the areas of operation abroad, management of property operations (Head: Colonel Michael Adolf Tegtmeier )
Legal protection tasks: occupational safety, environmental protection, hazardous goods, public law supervision and fire protection (Head: Director at BAIUDBw Peter Hauck)
Services and law: catering / managed support, registration office for decentralized procurement, legal matters and travel management

President

The first President of the Federal Office was the previous head of the Federal Office for Defense Administration , Matthias Leckel . He handed over the office to his successor and current President Ulrike Hauröder-Strüning on January 2, 2017 .
