The constituency of Bremen I (constituency 54) is a federal constituency in the Free Hanseatic City of Bremen . It includes the Bremen districts of Borgfeld , Hemelingen , Horn-Lehe , Huchting , Mitte , Neustadt , Oberneuland , Obervieland , Osterholz , Ostliche Vorstadt , Schwachhausen and Vahr . The constituency has existed in this form since 2002, when the number of Bundestag constituencies in Bremen was reduced from three to two. It emerged from the constituency of Bremen-Ost , which was supplemented by parts of the disbanded constituency of Bremen-West . The constituency has so far been won by the SPD candidates in all federal elections since 1949 .
