The polling stations are open on election day from 9 a.m. to 8 p.m. Between the tenth and the seventh day before the election, voters outside of their place of residence can cast their votes in primary offices. If you are living abroad, you can also vote by post or at an Estonian diplomatic mission abroad.
In addition, voters can cast their vote online using a digital signature up to the fourth day before the election. To do this, you usually need your electronic identity card, a reader and two PINs.
The Estonian MPs are elected according to the principle of proportional representation. The entire country counts as one constituency. The D'Hondt procedure is used to determine the number of representatives . The system of open lists applies , that is, the order of the candidates on the party lists is determined by the voter. There is no explicit blocking clause , but the electoral system results in a factual blocking clause of up to 12.5%.
