The 2019 European elections in the Netherlands took place on May 23, 2019 as part of the 2019 EU- wide European elections .

In the Netherlands, there were 26 seats in the European Parliament . After the UK leaves the EU , the number of Dutch MEPs in the European Parliament will rise by three to 29.

Election date

According to Articles 10 and 11 of the Direct Election Act, the election date must be five years after the previous European elections in a period between Thursday and Sunday. The Council of the EU must set the exact date at least one year before the scheduled date. Each member state of the European Union can decide within this period when the polling stations are open in their own country. In the Netherlands this is usually a Thursday.

Electoral system

Dutch legal bases for the European elections are the electoral law (Kieswet) and the implementing provisions issued by statutory order (Kiesbesluit) . The election was based on proportional representation in a national constituency . The voter cast his vote for a candidate and at the same time voted for his list. The mandates were allocated to the lists according to the D'Hondt procedure .

Active and passive right to vote

Active eligible to vote in the Netherlands who

  • on the day the lists are submitted - on the 44th day before the election - is Dutch, is at least 18 years old on the day of the election and is not excluded from the right to vote or
  • As a non-Dutch citizen of the Union, he is actually resident in the European part of the Netherlands on the day the lists are submitted, is at least 18 years old on the day of the election and is not excluded from voting in the Netherlands and in his home country.

Dutch citizens are eligible, as are non-Dutch Union citizens who actually live in the European part of the Netherlands. Further requirements for eligibility are the minimum age of 18 years and the non-existence of an exclusion from the right to vote.

Dutch nationals living in other EU countries and EU foreign nationals living in the Netherlands must decide whether they want to vote in their home country or in the country in which they live. In the Netherlands you are only registered as a voter upon request.

Threshold clause

There was a blocking clause in the amount of the so-called kiesdeler , this is the number of all valid votes divided by the number of seats to be distributed, with 26 seats that is 1/26 or about 3.85% of the votes. Within the list, the seats were assigned to applicants whose number of votes was at least 10% of the kiesdeler in the order of the number of votes. If not all seats can be filled in this way, the remaining seats go to the candidates who have not yet been elected and who are at the top of the list.

Submission of lists

For the European elections, political parties were able to submit their list on April 9, 2019 (44th day before the election) between 9 a.m. and 5 p.m. together with 30  supporting signatures.
