The Football League Fourth Division 1977/78 was the 20th season of the fourth highest English football league . The top four teams were promoted to the Football League Third Division .
After the end of the season, Southport FC was replaced by Wigan Athletic . Hartlepool United , York City and Rochdale AFC, also among the last four , received enough votes in the league association's re-election process to be allowed to participate again in the Fourth Division in the following 1978/79 season.
