The Football League Fourth Division 1990/91 was the 33rd season of the fourth highest English football league . The four best-ranked clubs Darlington FC , Stockport County , Hartlepool United and Peterborough United rose directly to the Football League Third Division. The clubs in places five to eight played the fifth promoted team in play-off mode. Here Torquay United prevailed.

There was no relegation this season. AFC Wrexham as bottom of the table avoided relegation, as the number of participants for the following season, in all four leagues together, was increased from 92 to 93.
