The Hamburg Football Association 2003/04 was the 59th season of the top amateur class of the Hamburg Football Association . The Association League Hamburg was a league level below the Oberliga Nord . It was held in a relay.

Compared to the previous season , Eimsbütteler TV came back to the association league after four years from the Oberliga Nord, plus the six promoted Barsbütteler SV (re- promotion after three years), SC Sperber Hamburg (re- promotion after twelve years), SC Concordia Hamburg II (re- promotion after 38 years), HEBC Hamburg (promotion after seven years), Buxtehuder SV (promotion after ten years) and SV Rugenbergen (for the first time in the highest Hamburg amateur class).

The winner was HSV Barmbek-Uhlenhorst . Since the Oberliga Nord was reduced to one season, there was no direct promoter. Barmbek-Uhlenhorst instead took part in the promotion round to the Oberliga Nord with the runner-up Buxtehuder SV . There Barmbek-Uhlenhorst was able to win his group and move up, while Buxtehuder SV finished the promotion round in last place.

At the end of the season, the teams had to relegate to the last five places. The SC Concordia Hamburg II and the SC Sperber Hamburg had to leave the association league after one season, TuS Dassendorf seven years after his promotion, VfL Lohbrügge after two seasons and Holstein Quickborn after three seasons.
