The Hamburg State Football League 1977/78 was the 33rd season of the top amateur class of the Hamburg Football Association . The Landesliga Hamburg was a league level below the Oberliga Nord . It was held in a relay.

Compared to the previous season , SC Victoria Hamburg came back to the state league after three seasons from the Oberliga Nord, plus the two promoted 1. SC Norderstedt (for the first time in the state league) and Harburger TB 1865 (return after nine years).

ASV Bergedorf 85 was the winner . Together with the runner-up SV Lurup Hamburg he took part in the promotion round to the Oberliga Nord . Both could not prevail there and missed the ascent.

At the end of the season, the teams had to relegate to the last three places. The SV Blankenese and the SV St. Georg had previously played in the national league for twelve years, Viktoria Wilhelmsburg Veddel two seasons.
