The Hamburg Amateur Football League 1960/61 was the 16th season of the top amateur class in Hamburg . The Hamburg amateur league was a league level below the Northern Oberliga . It was held in a relay.

Compared to the previous season , no team from the Oberliga Nord came into the amateur league, only the three promoted TuS Güldenstern Stade (return after two seasons), SC Concordia Hamburg Amateure and VfL Pinneberg (both in the amateur league for the first time).

The winner was the Harburger TB 1865 . Together with the runner-up Wilhelmsburger FV 09 , he took part in the promotion round to the Oberliga Nord . There Harburg came in penultimate place in his group and Wilhelmsburg in last place in the other group, which meant that both of them missed the climb.

At the end of the season, the teams had to relegate to the last three places. Promoted TuS Güldenstern Stade had to leave the amateur league after one season, the FTSV Komet Blankenese after three seasons and the Wandsbeker FC after eight seasons.
