The football regional league Hamburg 1963/64 was the 19th season of the highest amateur class in Hamburg . The Landesliga Hamburg was a league level below the Regionalliga Nord . It was held in a relay.
Compared to the previous season , no team from the Oberliga Nord came to the regional league, only the five promoted SV Blankenese (return after eleven years), VfL Stade (return after three years), Buxtehuder SV , SC Urania Hamburg and Bramfelder SV (all three for the first time in the regional league).
The winner was VfL Pinneberg . Since the runner-up, the amateur team of Hamburger SV , was not allowed to move up , the third-placed player took part in the promotion round to the Regionalliga Nord . This was determined in a playoff between Rasensport Harburg and TSV Uetersen , which Harburg won 2-1. Harburg took first place in the promotion round and rose, while Pinneberg finished his group level on points with 1. SC Göttingen 05 and missed promotion in the decider.
At the end of the season, the teams had to relegate to the last three places. The two promoted Bramfelder SV and VfL Stade had to relegate again after one season. Raspo Elmshorn had to leave the league after three seasons.
