The 1995/96 Football Association League Hamburg was the 51st season of the top amateur class of the Hamburg Football Association . The Association League Hamburg was a league level below the Oberliga Nord . It was held in a relay. The 3-point rule was introduced for the 1995/96 season .
Compared to the previous season , no team from the Oberliga Nord came into the association league, only the five promoted SV Börnsen (re- promotion after eight years), Germania Schnelsen (re- promotion after 23 years), SV Blankenese , Blau-Weiß Schenefeld (both re- promotion after ten years ) and SV Rot-Gelb Harburg (for the first time in the highest Hamburg amateur class).
The winner was SC Condor Hamburg , which was promoted to the Hamburg / Schleswig-Holstein Oberliga . The runner-up Raspo Elmshorn qualified for the promotion games against the runner-up of the Schleswig-Holstein Association League and prevailed there against TuS Felde .
At the end of the season, the teams had to relegate to the last three places. SV Rot-Gelb Harburg had to leave the association league after one season, SC Wentorf and HEBC Hamburg after two seasons.
