Karl-Heinz Funke (born April 29, 1946 in Dangast near Varel ) is a German politician (until 2011: SPD ). He was Federal Minister for Food, Agriculture and Forests from 1998 to 2001 and has been a local politician in the Friesland district in Lower Saxony since 1972 .

Life

After attending elementary school in Dangast, Funke first completed a commercial apprenticeship. In 1966 he was on the second chance education , the high school and then did his military service from. From 1966 to 2011 Funke was a member of the SPD. In 1968 he started in Hamburg a teaching degree of political science and economics , the German and history , which he in 1972 with the first and 1974 with the second state exam ended for the higher teaching. He then worked as a teacher at the vocational school in Varel. In 1983 he took over his parents' farm.

From 1972 to 2010 Funke was a member of the council of the city of Varel and a member of the district council of Friesland . From 1978 until his resignation on October 28, 1998, he was a member of the Lower Saxony state parliament .

From June 21, 1990 to October 27, 1998, as Lower Saxony's Minister for Food, Agriculture and Forestry, he was a member of the state government led by Prime Minister Gerhard Schröder . After the Bundestag election in 1998 , he was appointed Federal Minister for Food, Agriculture and Forestry on October 27, 1998 in the Federal Government headed by Federal Chancellor Gerhard Schröder . In the wake of the BSE crisis, Funke also resigned on January 9, 2001 immediately after the resignation of the Federal Minister of Health Andrea Fischer .

Funke has been chairman of the council and honorary or deputy mayor of the city of Varel without interruption. Funke lost his offices as deputy mayor and council chairman of his hometown Varel on February 19, 2009 by being voted out of office.

He has been on the Board of Trustees of the Heinz Lohmann Foundation since 1997 .

After leaving federal politics, Funke became head of the Oldenburg-Osfriesischer Wasserverband (OOWV) in 2001 . On December 19, 2009, Funke resigned from this office. The reason was the participation of the OOWV in the costs of Funke's private silver wedding celebration in 2007 amounting to 8,000 euros. Funke also vacated his position as chairman of the district council in the district of Friesland. Funke resigned the remaining municipal political offices in the district council of Friesland and city councilor Varel on January 27, 2010. His seat on the supervisory board of the energy supplier EWE AG also expired .

In connection with the allegations of unfaithfulness against Funke, the water association also separated from its long-time managing director Hans-Peter Blohm by mutual agreement. In January 2011, the members of the association assembly expressly did not exonerate Blohm and Funke for the 2007, 2008 and 2009 financial years. They also announced a claim for damages.

In March 2011, the Oldenburg public prosecutor brought charges on suspicion of breach of trust, which, however, were not tried in August 2011 because of the demand for follow-up investigations by the Oldenburg regional court . On October 26, 2012, the Oldenburg Regional Court sentenced him to a six-month suspended sentence and a fine of 10,000 euros for embezzlement in connection with the increase in salary for the managing director of the water association. For the time being, Funke was acquitted of the charge of taking advantage of his silver wedding anniversary. The Federal Court of Justice overturned this acquittal in a judgment of December 12, 2013.

In the local elections on September 11, 2011, Funke stood in Varel as the top candidate for the future Varel community of voters he founded . This led to his expulsion from the SPD. He managed to move into both the district council and the city council, while the SPD suffered significant losses.

Funke has also been Vice President of the Wasserverbandstag eV and Chairman of the Federal Association for Agricultural Game Keeping since 2003. He is married and has three children.
