Local elections in Lower Saxony 2011
The 2011 local elections in Lower Saxony took place on September 11, 2011.
More than 2000 municipal representatives are elected in Lower Saxony every five years. These include the regional assembly of the Hanover region, district assemblies , city councils , ( joint ) municipal councils as well as city district and local councils. In addition, direct elections to determine district administrators and mayors are often held at the same time .
Eligible voters
In the 2011 local elections in Lower Saxony, all Germans and citizens of another EU country who had reached the age of 16 on election day were eligible to vote if they had been permanently resident in the electoral area for at least three months and were entered in the electoral roll. In addition, they were not allowed to be excluded from the right to vote on the basis of civil or criminal court decisions.
Election process
The electoral areas were partly divided into elective areas of almost the same size with different lists of candidates. Each voter had three votes per electoral area, which he could distribute among the candidates at will. The polling stations were open from 8:00 a.m. to 6:00 p.m.
Changes compared to the 2006 local elections
On November 9, 2010, the law to amend local electoral law was passed, which came into force on November 19, 2010. Various changes to the Lower Saxony Municipal Election Act and the Lower Saxony Municipal Electoral Code were adopted. No run-off elections will be held in the direct elections. Further changes can be found, for example, in the division of the elective areas or the determination of substitutes.
voter turnout
In contrast to the national trend, the turnout in the local elections in 2011 was higher than in 2006. A total of 52.5 percent of those eligible to vote cast their votes. This is an increase of 0.8 percentage points. Voter turnout was particularly high in the smaller municipalities and rural districts, while in the larger cities citizens went to the polls less often. In Hanover , for example, only 44.6 percent ( Hanover region 49.1 percent) and in Göttingen 42.6 percent ( Göttingen district 49.8 percent) of those eligible took part in the election. The city of Dassel led the way in terms of voter turnout , with over 64.6 percent of those eligible to vote.
