Karl Telbisz

Carol Telbisz ( Bulgarian Карол Телбиз , . Ung Károly Telbisz, rum. Carol * 19th November 1854 in Csanád , Hungary , † 14. July 1914 in Temesvár ) was a lawyer and 1885-1914 Mayor of Temesvár.

Life

Karl Telbisz was born to Bulgarian parents from Stár Bišnov (today Dudeştii Vechi , German Altbeschenowa) in Cenad. He attended the Raab grammar school in Szeged , where he graduated from high school in June 1872 . From 1872–1877 he studied law in Pest and then did his doctorate in administrative law in Vienna . Telbisz established himself as a lawyer in Timisoara in 1888 and became the city's chief lawyer in 1883. In 1885 he was elected Lord Mayor of Timisoara for four years . The mandate was to be extended until his death in 1914. In 1905 he became an honorary citizen of Timisoara and in 1912 he was given the title of baron . In 1914 he received the Knight's Cross of the Franz Joseph Order .

Mayor of Timisoara

When Karl Telbisz was elected mayor at the age of 31, Timisoara was still a fortress . In the three decades of his tenure as mayor, he softened and modernized the city . Telbisz had the city walls removed and the cityscape designed according to a precisely worked out urbanization plan based on the model of the western metropolises .

Urban development plan

The fortress was connected to the suburbs by wide avenues . The municipal sewerage system was also introduced during his tenure . Land was sold and even the stones obtained from the demolition of the fortress walls and a municipal fund were created.

In his time, today's Piața Victoriei with its famous city palace, the Postpalais , the building of the Austro-Hungarian bank and a large number of school buildings were built.

He worked out the first major urban development plan on which today's systematisation plans are often based. A study trip through Central and Western Europe in 1880 , where he mainly dealt with organizational issues in the big cities of Germany , France and England , can already be seen as preparation for his later life's work.

economy

After the big economic exhibition in Timisoara in 1891 had drawn attention to the city, a number of industrial companies settled here. In 1910 there were 1850 industrial operations in Timisoara , 65 of them factories .

Over time, the big companies such as the Abator Comunal slaughterhouse , the brickworks , the electricity company were taken over, which brought the city big profits.

The economy has been promoted through numerous measures, such as:

The mayor correctly recognized that the city itself can hardly pay for the living space of the workers attracted by the industry and has therefore promoted road construction to the towns near the city such as Sackelhausen , Annual Market , Sanktandreas , Rekasch , Schag , and others. Commuters in particular benefited from this.

Economy and trade experienced a real boom during his tenure in Timişoara . The city had a bread and milk factory built.

Healthcare, Social Welfare, and Infrastructure

During his tenure was:

  • set up the first Red Cross station in Hungary
  • the first asphalt road built in Hungary (1895)
  • the electric tram introduced (1899)

Promotion of the education system

A great achievement of Karl Telbisz was the promotion of the education system. During his tenure, a number of large school buildings were built almost entirely from city funds:

  • the trade school
  • the upper secondary school
  • the higher daughter school
  • the deaf-mute institute

During his time free primary school lessons were introduced and kindergartens were promoted.

In 1910 there were 76 municipal teaching and educational institutions in Timisoara, such as:

  • seven kindergartens
  • 27 elementary schools
  • five boys' bourgeois schools
  • two higher daughter schools
  • two upper secondary schools
  • a high school
  • a teacher preparation
  • a deaf-mute institute

The following institutions were also set up under the patronage of Mayor Karl Telbisz:

  • 1899 the Free Lyceum, an adult education center comparable to today's adult education centers
  • 1904 the city library
  • 1906 the city conservatory

In 1907 Telbisz signed the application for the establishment of the Timişoara University.
