The Lesbian and Gay Association in Germany e. V. (LSVD) with headquarters and press office in Berlin and office in Cologne is the largest civil rights and self-help organization of lesbians and gays in Germany with over 4400 individual members and 100 member organizations . It is active at the federal, state and local levels, but also internationally. The LSVD is represented in all federal states , partly as a joint state association for two neighboring federal states. The association is also recognized as a non-governmental organization with official advisory status to the United Nations .

Current important association topics are - after achieving marriage for all and the joint adoption right for married homosexual couples - the legal and social recognition of rainbow families (including permission for non-commercial surrogacy and permission for non-commercial egg donation ), a sustainable and effective national action plan against homophobia and transphobia , comprehensive respect work for social coexistence and everyday acceptance, the inclusion of LGBTI topics (lesbian, gay, bisexual, trans * and inter *) in the education and curricula of the federal states, comprehensive legal protection against discrimination and the addition of Art. 3 GG around the characteristic of sexual orientation and gender identity, an LGBTI inclusive refugee and integration policy, gender and diversity-fair health care, human rights-based legislation for recognition to enforce gender identity ( transsexual law ) and the basic right of intersex people to physical integrity and legal recognition. The LSVD also called for the rehabilitation of the men convicted under Paragraph 175 , which was implemented in the Bundestag in summer 2017.

In addition, the LSVD is involved in the areas of anti-discrimination policy in the EU as well as a foreign and development policy that promotes respect for the human rights of LGBTI people at EU level and worldwide.

history

The association was founded on February 18, 1990 by East German gay civil rights activists like Eduard Stapel in Leipzig as the Gay Association in the GDR ( SVD ). He saw himself as part of the civil rights movement in the GDR . The Federal Council of Spokespersons had specifically recruited Volker Beck , Günter Dworek and Manfred Bruns , who had previously been leaders in the West German Federal Association for Homosexuality (BVH), in order to expand it to all of Germany. Manfred Bruns, Frank Hoyer and Michael Schneidewind became the association's first Western representatives.

The offer was interesting for some of the supporters of the BVH, since no common position could be found in their association on the demand for opening marriage to lesbians and gays. With the registry office campaign on August 19, 1992, the SVD propagated the demand to open up marriage to lesbian and gay couples in the mass media and increasingly sidelined the BVH, which advocated an alternative way of life. In 1997 the BVH finally dissolved.

In December 1998, an initiative by several lesbians, including Halina Bendkowski and Ida Schillen, published an "appeal to all lesbians who want an effective policy for our rights at the federal level". The signatories call for the SVD to be converted into a lesbian and gay association. In March 1999, the 11th Association Day in Cologne decided with a large majority to expand the SVD into a lesbian and gay association in Germany . This created a competitive situation with the lesbian ring , which considered the expansion of marriage to include lesbians and gays incompatible with its understanding of feminism. The program and statutes of the LSVD were added, the central terms of the program, emancipation , participation and integration were retained.

On the way to the then planned civil partnership law , the LSVD was heard at the decisive hearings of the Bundestag and at the hearing of the Federal Constitutional Court . With the Ja-Wort campaign, supported by many celebrities, he campaigned among the population for support for the first legislative steps towards a registered civil partnership.

The LSVD Rainbow Family Project has been campaigning nationwide since 2002 to improve the personal, social and legal situation of rainbow families .

The LSVD initiated the Bundestag resolution to set up a memorial site for the homosexuals persecuted by the Federal Republic of Germany. He was also involved in the crucial preparatory bodies for the implementation of the resolution.

Since December 11, 2006, the LSVD has been recognized as a non-governmental organization with official advisory status to the United Nations.

The project “Homosexuality and Migrant Families” was carried out from 2008 to 2010. As part of the project, the LSVD study “Double Discrimination or Well Integrated? More than 70 organizations had come together to form an alliance. It was initiated and coordinated by the LSVD Berlin-Brandenburg with the support of the LSVD Federal Association.

In 2011, after many years of efforts by the LSVD Saar, the Saarland state parliament included the term “sexual identity” in the equality requirement in the state constitution. The Saarland is the fifth federal state to include such an anti-discrimination clause in the state constitution. In the same year, the LSVD hands over 50,000 signatures to the Federal Ministry of Justice for the request to amend Article 3 of the Basic Law. In addition, the LSVD is organizing the conference “10 Years of Civil Partnership - Ready for Marriage”. This brings the demand for marriage opening for same-sex couples more to the fore.

In 2011 the Hirschfeld Eddy Foundation published Volume 2 of its series “Yogyakarta Plus: Human Rights for LGBTI in International Practice”.

For his commitment against discrimination, LSVD federal executive Manfred Bruns received the award from the Federal Anti-Discrimination Agency . Federal Justice Minister Sabine Leutheusser-Schnarrenberger will give the laudation at the ceremony on September 19, 2012 . The Hirschfeld Eddy Foundation presents Manfred Bruns with the commemorative publication “From Prohibition to Equal Rights” on legal developments in relation to lesbians, gays and transgender people in Germany.

The LSVD is filing criminal charges for inciting hatred against the operators of kreuz.net. The late actor Dirk Bach was insulted for days on the website . At the beginning of December the website will disappear from the network.

Since 2013, “Masakhane” has been the largest project ever funded by the Federal Ministry for Development in the field of LGBTI human rights. It was initiated by the LSVD and implemented together with filia.die women’s foundation and the Coalition of African Lesbians (CAL) until the end of 2017 .

On March 22, 2013, the Federal Council was the first constitutional body to vote in favor of opening up marriage. On the day of the vote, the LSVD demonstrated its support in front of the Federal Council.

In February 2013 the Federal Constitutional Court declared the ban on the co-adoption of an adopted child ( successive adoption ) applicable to registered civil partnerships to be unconstitutional. In the legal implementation of equality, however, the grand coalition also refuses to grant equality in the common adoption law. The LSVD protested against this in May 2014 with the “Basic Law instead of gut feeling” campaign in front of the Federal Chancellery in Berlin.

On the occasion of the Olympic Winter Games in Sochi 2014, the human rights situation in Russia is the focus of LSVD work with the friendship kiss.

Since 2015, the LSVD has been running the model project "Advisory competence on rainbow families" with the support of the Federal Ministry for Family Affairs . He offers legal advice and creates a guidebook. Together with the Arbeiter-Samariter-Bund and the Paritätischer Wohlfahrtsverband , he publishes the brochures "Handout for the care and support of LGBTTI * refugees" and "Equal rights for people of different sexes or different sexual identities".

In 2016, as a member of the CEDAW Alliance, the LSVD took part in their joint alternative report to the combined 7th and 8th state reports of the Federal Government on the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

In May 2017, the LSVD, together with the Turkish community and the Liberal-Islamic Association, started the postcard campaign “You + I = We”, which promotes an open and non-discriminatory society. In 2017, a labor dispute escalated at the education and social service of the Lesbian and Gay Association Berlin-Brandenburg (BLSB). Memberships

The LSVD is a member organization of the International Lesbian and Gay Association (ILGA), founded in 1979, as well as in the Human Rights Forum and is a member of the German Parity Welfare Association (DPWV). He is represented on the board of trustees of the Federal Magnus Hirschfeld Foundation and the German Institute for Human Rights . The LSVD is represented on the advisory board of the Memorial to the Murdered Jews of Europe Foundation and the Federal Anti-Discrimination Agency . He is also a member of the Alliance for Solidarity with the Sinti and Roma of Europe. With the appointment of representatives of the LSVD, LGBTI * participation in the supervisory bodies of the ZDF , Saarländischer Rundfunk , Radio-Bremen and most recently also in the radio council of Deutschlandradio was opened for the first time. Prominent members

With Manfred Bruns , Volker Beck , Eduard Stapel , Günter Dworek and Halina Bendkowski , prominent civil rights activists belonged to the board. The honorary chairmen were Eduard Stapel and Jacques Teyssier until her death .

Hirschfeld Eddy Foundation

In June 2007 the Hirschfeld Eddy Foundation - Foundation for the human rights of lesbians, gays, bisexuals and transgender people - was founded in Berlin as a human rights foundation of the LSVD. Its goal is to promote respect for the human rights of lesbians, gays, bisexuals and transgender people, to support international human rights work, to help human rights defenders and to promote education and the reduction of prejudice.
