The season 1964/65 the division Lower Saxony was the 16th season of the highest Lower Saxony amateur league in football . It was the first to be called the Landesliga and at that time took the third-highest level in the German league system. The amateurs of Hannover 96 became champions . At the promotion round to Regionalliga North of took TuS Celle , the SV Union Salzgitter and TSR Olympia Wilhelmshaven in part. None of the three teams could prevail there.

In the Verbandsliga had Eintracht Lüneburg , the VfL Oldenburg , Frisia Wilhelmshaven and VfL Germania Leer descend. In return, the association league Blau-Weiß Borssum , SuS Northeim , Eintracht Osnabrück and Sportfreunde Salzgitter rose.
