The provincial government Kery IV under governor Theodor Kery (SPÖ) formed the Burgenland provincial government from the election by the Burgenland Landtag in the XIII. Legislative period on October 27, 1977 until the inauguration of the state government Kery V on October 29, 1982.

As in previous government periods, the state government consisted of three representatives each from the Austrian People's Party (ÖVP) and the Social Democratic Party of Austria (SPÖ). After the state elections in 1977, the government initially continued its work with unchanged personnel, but Rudolf Grohotolsky (ÖVP) was initially only entrusted with the continuation of business by the state parliament president and was only elected on October 30, 1978. On July 26, 1978, Franz Sauerzopf (ÖVP) replaced his party colleague Franz Soronics as Deputy Governor. Sauerzopf resigned from the state government in the same legislative period. He resigned on July 4, 1982. The previous regional councilor Rudolf Grohotolsky was elected as the new regional governor deputy on July 5, 1982, and Johann Karall took over as regional councilor on the same day .
