The Thullner provincial government under Governor Johann Thullner formed the Burgenland provincial government from the election of Thullner on July 24, 1929 to the end of the 3rd legislative period on December 10, 1930 and the election of Schreiner II from the previous cabinet. From October 4, 1930, the Thullner state government was entrusted with the continuation of business after the resignation. The state governments Rauhofer II and Schreiner I had already been in office in the third legislative period . The state government consisted of six members, with three representatives from the Christian Social Party (CSP), two members from the Social Democratic Party (SdP) and a regional council from the Landbund (LdB) after the state elections in 1927 .

After the previous Provincial Councilor Johann Thuller (CSP) replaced Provincial Governor Anton Schreiner on July 24, 1929, his party colleague Lorenz Karall took over as Provincial Councilor on the same day . During the term of office of the state government Thullner replaced on December 16, 1929 Alfred Walheim the state councilor Gottlieb Grabenhofer from the federal state.
