The provincial government Niessl I under governor Hans Niessl (SPÖ) forms the Burgenland provincial government from the election by the Burgenland Landtag in the XVIII. Legislative period on December 28, 2000 up to the inauguration of the Niessl II state government on October 25, 2005.

After the losses of the Freedom Party of Austria (FPÖ) in the state elections in 2000 , the FPÖ lost its seat of government again and had to hand it over to the Social Democratic Party of Austria (SPÖ), which with four out of seven government members again took over the absolute majority in the state government. The remaining three members came from the Austrian People's Party (ÖVP). After Karl Stix (SPÖ) withdrew from the state government, Hans Niessl took over the office of governor, Franz Steindl replaced Gerhard Jellasitz as vice governor. The state councils remained unchanged against the previous government, only Verena Dunst (SPÖ) came into the government for the retired FPÖ state councilor Gabriel Wagner . During the term of office Paul Rittsteuer (ÖVP) resigned from the government on May 19, 2005 , and Nikolaus Berlakovich took over as state councilor on the same day .
