The state constituency of Vorpommern-Rügen IV (until 2015: Rügen I) is a state electoral district in Mecklenburg-Western Pomerania . From the district of Vorpommern-Rügen it includes the offices of Bergen auf Rügen and West-Rügen .

The direct candidate of the CDU, Udo Timm, died two weeks before the state election . In order to give the CDU a deadline to nominate a new constituency applicant and to produce new ballot papers and postal voting documents, the election for the constituency was canceled (both first and second votes) and a by-election was scheduled for September 18, 2011, 14 days later the original date. The CDU nominated the honorary mayor of Hiddensee , Thomas Gens. A few days after the nomination, it was rumored that Gens was a member of the right-wing extremist DVU between 1998 and 2002 and that during these years, at least for a time, he was also chairman of the DVU district association of North Western Pomerania and for a time the state chairman. This alleged concealment of his political past was seen in the CDU as a breach of trust, so Gens was excluded from the party. On the already printed ballot papers, Gens was still listed as a candidate for the CDU, while the CDU called for a candidate from one of the other groups to vote.

Only a few days before Udo Timm's death, the NPD candidate, Tony Lomberg, caused a sensation. He had been sentenced by the Bergen District Court to 14 months probation and 1000 euros in pain and suffering for dangerous bodily harm. Since Lomberg had no criminal record at the time the electoral list was submitted, he was allowed to run. Further proceedings - among other things because of bodily harm and breach of the peace - are running against Lomberg.

Since those eligible to vote in the constituency already knew the preliminary results of the rest of the state, they had the chance to vote tactically to "vote away" a seat from the NPD. It was published in advance that this was possible through a direct mandate from the FDP or through a very good second vote result from the Greens. Thereupon the SDAJ called, among other things , to vote for the FDP and the Greens, or Die Linke.Rügen / Hiddensee to also give the Greens a second vote.
