List of Ministers and State Secretaries for Europe (Austria)

Austria in the EU

The following list gives the Federal Minister and Secretaries of State of the Republic of Austria , which for European Affairs were responsible ( Minister for Europe , European Affairs ) , as well as add their section chiefs .

To the portfolio

Naturally, matters of contact with European states have always been part of the portfolio of the Ministry of Foreign Affairs . Federal Chancellor Franz Vranitzky (SPÖ), who found a fellow campaigner for Austria's accession to the EU in his Foreign Minister Alois Mock (ÖVP) , then created the office of Secretary for European Affairs in the Federal Chancellery in 1990 , occupied by the UN diplomat Peter Jankowitsch . At the Foreign Ministry there was an economic and integration policy section, which was also responsible for European issues (the section still exists today).

After a referendum in 1994 and accession on January 1, 1995, European affairs remained a “top priority” and settled at the Chancellery . Wolfgang Schüssel (ÖVP), Mock's successor as Foreign Minister and also a staunch European politician, brought Benita Ferrero-Waldner, an experienced UN employee, to his ministry as State Secretary with a focus on non-European politics. The 1st  EU Council Presidency, 2nd half of 1998, was held under Federal Chancellor Klima and Foreign Minister Schüssel.

When Schüssel became Federal Chancellor himself in 2000, Ferrero-Waldner took over the post of Foreign Minister, and the European agendas were transferred to the Foreign Ministry - also because the upcoming introduction of the euro (2002) meant pan-European measures going well beyond foreign policy. With the diplomat Eva Nowotny as head of the section, a special state secretary became unnecessary.
2005–2008, under Alfred Gusenbauer , a separate European Secretary of State was appointed for the 2nd EU Council Presidency in the first half of 2006, the non-party diplomat Hans Winkler , who, among other things, had already been Austria's permanent representative at the Council of Europe .

In 2007, Federal Chancellor Gusenbauer and Minister Ursula Plassnik of the SPÖ and ÖVP decided by mutual agreement to include the European department in the ministerial title and to rename the ministry from outdated "foreign affairs" to "European and international affairs" in the sense of the special status of EU membership . In 2013, after Michael Spindelegger, they returned to “Europe” and “Outside”, now connected with the integration of foreign immigrants, an office with which Sebastian Kurz was entrusted.

In 2017, when Kurz took office as head of government, alongside European and Foreign Minister Karin Kneissl, an additional ministerial post for EU agendas was created at the Federal Chancellery, which was taken over by Kurz-Vertaute Gernot Blümel . He was also in charge of Austria's third EU Council Presidency in the second half of 2018. In the second term of office of Kurz, Alexander Schallenberg from the Europe Section, who already held this position in the Bierlein interim government, and the lawyer and EU MP Karoline Edtstadler became the two European Ministers.
