Simple service

The simple service (until 1939: lower service ) is the lowest career group in Germany within a four-tier career system for civil servants .

Since the federal reform of 2006 , the legislative competence for civil servants' careers (with the exception of federal civil servants) lies with the federal states. A four-tier career system only exists in the federal government , in Brandenburg and in Saarland . In Baden-Württemberg , Hesse and Thuringia there is a three-tier career system. The simple service category was abolished. In Berlin , Bremen , Hamburg , Mecklenburg-Western Pomerania , North Rhine-Westphalia ,Lower Saxony , Saxony , Saxony-Anhalt and Schleswig-Holstein have two career groups, but each with two entry levels. The career groups of the simple and middle class , which do not require a university degree, as well as the upper and higher service , which require a degree, have been merged. The former entry office for the simple service corresponds to the first entry office for career group 1 . Bavaria and Rhineland-Palatinate no longer differentiate between career groups; however, there are four qualification levels or entry-level positions. Soldiers of the Bundeswehr in the rank group and in the career paths of the teams are not part of ordinary service. However, they have ranks that the federal pay regulation  the same A grades are assigned as the offices of the simple service.

Federal law

In the federal government, the career group of the simple service consists of the careers of the simple non-technical administrative service and the simple technical administrative service . With the entry into force of the new Federal Career Path Ordinance (FSVO) in 2009, the number of career paths was reduced. The careers of the simple service were transferred as follows ( Annex 4 FSVO ):

Salary

The salary of civil servants is based on the Federal Salary Act . The offices of the simple service are assigned to the salary groups A 3 to A 6 in Annex I of the Federal Salary Act. In the federal government, up to 50 percent of the total number of simple service posts can be assigned to salary group A 6 ( footnote 1 on salary group 6, Annex I BBesG ). The entry offices for civil servants are assigned to salary groups A 2 (no longer applicable in 2020), A 3 or A 4 ( Section 23 (1) No. 1 BBesG ). The incoming office in the careers of ordinary service can, if requirements are made in the incoming office which, if properly assessed, require the incoming office to be assigned to a different grade, be assigned to the higher grade in which offices of equal value are assigned ( Section 24 (2) BBesG ). The experience time is shortened in the careers of the simple service in the levels 5 to 7 from four to three years ( § 27 Abs. 3 S. 2 BBesG ). Civil servants who have been employed in the civil service after having been employed in the federal administration for at least one year and whose net salaries are lower than those last granted in the employment relationship can receive a transitional payment. It may only be provided for civil servants in careers in which the next generation is to a considerable extent obtained from the employment relationship ( Section 75 (1) BBesG ).

Admission to the career

For admission to the career paths of the simple service of the federal government, the minimum requirement is firstly, as an educational requirement, successful attendance at a secondary school or an educational level recognized as equivalent, and secondly, as other requirement, preparatory service or completed vocational training ( Section 17 (2 ) BBG ). The completed vocational training must be suitable to convey the qualification for a career in simple service ( Section 18 FSVO ). The assignment of qualifications to a career in simple service is based on the school statistics and the occupational statistics of the Federal Statistical Office ( AVwV to the FSVO: on §§ 7 and 8 ). There are no preparatory services for ordinary service in the federal government. The change to another career in the same career group requires a qualification of at least three months in the simple service for the acquisition of the qualification for the other career ( § 22 Abs. 2 Nr. 1 FSVO ).

Since the ordinance amending the FSVO and other career-related regulations came into force on January 27, 2017 ( Federal Law Gazette I p. 89 ), civil servants who have completed vocational training can also be admitted to the respective intermediate service career . Vocational training courses that were completed before entering the public service and have already been used for the recognition of qualifications for a career in simple service are also eligible ( AVwV to the FSVO: on Section 24 ).

In the case of employment in a higher position than the entrance office ( § 25 BLV ), if no preparatory service has been completed, the first promotion office can be transferred at the earliest if three years of full-time activities have been completed after acquiring the educational requirements in simple service (minimum times for acquiring the Career qualification through full-time activities and periods of a probationary period; AVwV to the FSVO: on Section 25 ).

In the federal area, the following official designations apply ( italics: not applicable ):

  • A 2: Bundesbank senior clerk, judicial officer, senior clerk, technical senior clerk, customs officer
  • A 3: Operations supervisor, Bundesbank main office assistant, main office assistant, judicial officer, mail conductor, technical main office assistant, customs surveillance officer, museum main office assistant
  • A 4: Office master, chief operating supervisor, federal bank chief, judicial chief, post chief, post chief, technical chief, customs chief, telecommunications chief , museum chief
  • A 5 / A 6: Operations assistant, Bundesbahn operations assistant, Bundesbank chief officer, first chief justice officer, first customs officer, chief officer, postal assistant, postal administrator, technical chief officer, telecommunications chief

Fields of activity

The largest fields of activity for civil servants in the civil service were the police sergeant's service and the customs administration (the latter has expired in 2005), activities in general and internal administration (official messengers, clerks) and in the management of rail and post offices (postman, gatekeeper, conductors, bus drivers, Control and supervisory service in local public transport ).

In the meantime, civil servants outside of the judiciary are rarely to be found, which is due to technical rationalization measures, a change in the task at hand and the transfer of classic fields of activity at post and rail to the private sector. Schleswig-Holstein raised all law enforcement officers to grade A 6 by 2009. In North Rhine-Westphalia, the entry office for law enforcement officers has been assigned to grade A 5 since July 1, 2016.

Civil servants also perform duties in property protection and security .
