The parliamentary elections in Bulgaria 2021 took place on April 4, 2021.

The 240 members of the Bulgarian National Assembly, the Narodno Sabranie, were elected .

The incumbent coalition of the conservative GERB party and the nationalist movement United Patriots (VP) was voted out of office. The GERB party under Prime Minister Boyko Borissov became the strongest force for the fifth time in a row, but lost a lot of support and achieved the worst result since it was founded in 2006.

The IMRO-BNB and NFSB , who joined the VP electoral coalition in 2017, this time alone, missed re-entry into parliament. IMRO-BNB was able to secure more than half of the votes cast in North Macedonia in the election . The right-wing populist Volja party , which supported the government, was also thrown out of parliament. For the first time since the 2001 election, no nationalist or right-wing radical party made it into the National Assembly.

The socialists , who had their worst result since 1990, suffered even more significant losses than the right-wing . In some cases, the BSP was punished by changing voters to the ITN; on the other hand, the older generation, which forms the largest number of voters, did not take part in the election in large numbers because of the COVID pandemic. The reorientation of the party under Kornelija Ninowa , away from classic workers' issues , could also have played a role.

The second strongest force was the anti-system party. There is one such people (ITN) of the musician Slavi Trifonov who can be classified as the catch-all party . ITN was able to achieve more than 17 percent when it first started. According to analyzes, Trifonov mainly attracted rural protest voters , young Bulgarians and the majority of the votes cast by Bulgarians abroad, which is seen as the main reason why voter turnout fell, but to a much lesser extent than expected.

While the Turkish minority party DPS was able to gain slightly, the newly founded liberal alliance Democratic Bulgaria (DB) performed better than expected with over 9 percent. The DB won the two most populous constituencies in Sofia and received the majority of the votes cast in Germany. The liberal or left-liberal alliance Get up! Go out! (Izpravi se! Mutri vŭn !; ISMV) (with Volt, among others ) under the direction of Maja Manolowa and Nikolai Chadschigenow.

Suffrage

All Bulgarian citizens of full age at home and abroad are entitled to vote, with the age of majority being reached at the age of 18.

The electoral system consists of proportional representation through which the 240 members of the National Assembly are elected. Bulgaria is divided into 31 electoral districts, most of which correspond to the country's 28 oblasts . Exceptions are the capital Sofia , which is divided into three electoral districts, and the city of Plovdiv , which forms its own constituency.

In order to enter the National Assembly, a party must pass the four percent hurdle ( threshold clause ).

Voting

Voters are invited to cast their votes in the 31 constituencies in Bulgaria and in 467 international polling stations in 69 countries. Voting is only possible in the polling station, there is no postal vote. Due to the COVID-19 pandemic , voter turnout is expected to be low.

Bulgarians abroad can only vote in the respective consulates. In view of the global COVID-19 pandemic and in order to minimize the risk of infection, polling stations outside the official representations of Bulgaria were also allowed in the 2021 election. Most of the international polling stations are in Germany (69), Spain (53) and 35 each in the USA , the United Kingdom and Turkey, and 17 in Austria . The federal government reserved the right to withdraw the permit for 7 of the polling stations in Germany ( Chemnitz , Konstanz , Lübeck , Dietzenbach , Hamm , Bielefeld and Saarbrücken ) at short notice due to the pandemic .

In the neighboring countries of Bulgaria, 20 polling stations will be opened in Greece , 5 in North Macedonia , 4 in Serbia and one in Romania . The law allows a maximum of 35 polling stations per non-EU country, which in the UK after Brexit led to great resentment in the numerous diaspora there.

The 2017 election was still influenced by the 2016 presidential election and its consequences. Because the non-party candidate of the Bulgarian Socialist Party (BSP) Rumen Radew had clearly won against Zezka Zacheva ( GERB ), nominated by Prime Minister Boyko Borissow , Borissov submitted his resignation. From the end of January 2017, Bulgaria was instead ruled by an independent government under Ognyan Gerdschikow .

In the 2017 election, the GERB party was able to defend its status as the party with the largest number of votes. The GNP recorded the greatest gains mainly at the expense of the DPS and the Reform Bloc (RB), the latter even being thrown out of parliament. The United Patriots (VP) suffered slight losses . The Volya party made it into parliament just under for the first time .

Educated government

In May 2017, Boyko Borissov was elected Prime Minister again for the third time. His government is based on a coalition of GERB with IMRO-BNB and NFSB (then started as VP) and is also supported by Volja .
