The election for the 21st Knesset took place on April 9, 2019.

Starting position

The regular election to the 21st Knesset in November 2019 was brought forward due to tensions within the governing coalition led by Prime Minister Benjamin Netanyahu . After Defense Minister Avigdor Lieberman resigned because of the ceasefire with Hamas and his party Jisra'el Beitenu left the government, it only had a narrow majority with 61 of the 120 seats.

Prime Minister Netanyahu is suspected of corruption. Attorney General Avichai Mandelblit has been investigating a charge against him since late 2018. Netanyahu denies the allegations and has announced that he will remain in office if charges are brought against him.

At the end of February 2019, Mandelblit ruled that Netanyahu should be charged with bribery, fraud and breach of trust. Netanyahu must be heard beforehand, which is why it can take up to a year before the charges are actually charged.

Suffrage

The voters have one vote to choose a list. The 120 seats are distributed proportionally according to the D'Hondt procedure among the lists that receive at least 3.25% of the vote. The seats assigned to the list are assigned to their candidates according to the order of the list.

Parties can enter into list connections in which no more than two lists may be involved. In this case, their votes will be added up for the distribution of seats, provided that both of them overcome the threshold clause.

Within the list connection, the seats are allocated according to the D'Hondt method.

Parties and electoral alliances

From the end of December 2018 to the end of the submission deadline on February 21, 2019, there were a number of party foundations as well as the dissolution and formation of new electoral alliances:

  • Benny Gantz , former Chief of Staff of the Israel Defense Forces, founded the party Chosen LeJisra'el on December 27, 2018 . He first made an alliance with Moshe Jaalon (former chief of staff and Likud politician and defense minister), who had founded the Telem party (a party of the same name existed in the 1980s). On February 21, 2019, they agreed with Yesch Atid on a joint list in the political center called Kachol Lavan ("blue-white"). Gantz received first place on the list, Jesch Atid boss Jair Lapid place 2 and Yaalon place 3. In the event of an election victory, Gantz and Lapid are to take turns as prime ministers. Former chief of staff Gabi Aschkenasi , former minister of social affairs Meir Cohen and Avi Nissenkorn , former chairman of the trade union umbrella organization Histadrut , took up the other list positions .
  • On December 29, 2018, Education Minister Naftali Bennett and Justice Minister Ajelet Schaked announced their resignation from the HaBajit haJehudi party , of which Bennett had been chairman until then. They founded a new party called HaJamin HeChadasch ("The New Right") to take part in the parliamentary elections. HaBajit haJehudi competes (as in 2015) together with the Tkuma party . Shortly before the submission deadline, after long negotiations, an agreement was reached to give two list places to the extreme right-wing party Otzma Jehudit , which failed due to the threshold clause in the 2015 election as part of the Yachad list . The alliance ran under the name Union of right-wing parties .
  • On January 1, 2019, Avoda announced the Zionist Union election alliance with the Ha-Tnu'a party of former Foreign Minister Tzipi Livni and took part in the election alone. Ha-Tnu'a decided not to participate in the polls after bad poll results.
  • Already in 2016 from Yisrael Beiteinu leaked MPs Orly Levy founded the party Gescher ( "bridge"). A party of the same name had her father founded in the 1990s.
  • The alliance of the Arab parties, which came together as the United List in 2015 , broke up. First, the Ta'al party announced that it would take part in the election independently; on February 21, 2019, they agreed a joint list with the communist Chadash . The remaining parties on the United List, Balad and Ra'am , also ran a joint list.

Lists

A total of 40 lists competed. Seven submitted lists were withdrawn, including the Yahad list cited by Eli Jischai . The electoral commission originally excluded the Ra'am - Balad list from the election. Such an exclusion is possible if Israel is rejected as a Jewish and democratic state, incitement to racism , support for states hostile to Israel or anti-Israeli terrorism. The Supreme Court annulled this exclusion, but excluded Michael Ben-Ari , who was Otzma Jehudit's chairman in fifth place in the Union of Right-wing Parties , from the election.

criticism

The measure of the ruling Likud party to place around 1200 supporters, some of them hidden cameras and recording devices, mainly in Arab polling stations, received criticism. Prime Minister Benjamin Netanyahu saw the measure as necessary to ensure fair elections. The measure was declared illegal by the Central Election Committee and several people were arrested for illegal filming.
