Quaregnon is a municipality in the Belgian province of Hainaut . It is a suburb of the city of Mons in the industrial area of Borinage .
Here the Quaregnon Charter , the program of the Belgian Workers' Party ( PSB / BSP ) , was adopted in 1894 .
