The Türkiye 3. Futbol Ligi 1977/78 was the eleventh season of the third highest Turkish division in professional men's football. It was started on September 24, 1977 with the 1st game day and ended on June 21, 1978 with the 26th game day.

In contrast to the previous season, the league was reduced from a three-pronged league to a two-pronged league. Only in the preseason was the previously two-pronged league expanded into a three-pronged one. For the three newcomers of the previous season, the two second division relegated were added. For eight relegated to the regional amateur league, no teams were added due to the lack of promoters from this league. The total number of teams decreased by seven teams compared to the previous season. The two groups were again referred to as group red and group white and designed with twelve and 13 teams respectively. Both top of the table rose directly to the 2nd league , while the bottom three of the groups red and white were relegated to the regional amateur league.

At the beginning of the season, the two relegated teams from the 2nd Lig Malatyaspor and Çorumspor , the two newcomers Ülküspor and Hacettepe GK were added to the 21 teams remaining from the previous season . The newcomers were either accepted as champions from the then fourth-class regional amateur leagues or had met the requirements of the Turkish Football Association and were allowed to participate in the newly created league.

Edirnespor (group red) and Sebat Gençlik SK (group white) achieved the championship of the 3rd league and thus direct promotion to the 2nd league in their groups. While Edirnespor, after nine years of abstinence, reached the 2nd league again, the promotion meant the first participation of his club history in the 2nd Lig for Sebat Gençlik SK.

End of the season rose from the Red Group Ülküspor , Ceyhanspor , Kasımpaşa Istanbul and from the White Group Kütahyaspor , Adalet SK and Hacettepe GK from the 3. Lig.
