Team HC Strache - Alliance for Austria (short form: HC ) is a right-wing populist party in Austria that was founded in December 2019 under the former name Die Allianz für Österreich (DAÖ) by three Viennese members of the Vienna City Council and State Parliament ( FPÖ ), led by Karl Baron , was founded. This was preceded by their separation from the FPÖ club and the formation of their own club under the name DAÖ - Vienna . DAÖ announced that they want to run in the Vienna state and municipal council elections in 2020 with Heinz-Christian Strache as the top candidate. Strache himself confirmed his participation in the party after long hesitation at the end of February 2020. At an extraordinary party congress of the DAÖ on May 14, 2020, the party changed its statutes, elected a new board with Strache as federal party chairman and changed its name to "Team HC Strache - Alliance for Austria ”.

Party history

Ibiza affair as a prehistory

The then Vice Chancellor Heinz-Christian Strache had to resign from his offices in the course of the Ibiza affair in May 2019. The FPÖ federal party under Norbert Hofer spoke out against further political activity by Strache after allegations about false expense reports, which had become known in September 2019 and suspended him on October 1.

In the Vienna state party, where Strache had started his political career, he still had supporters. After speculation that the supporter Karl Baron Strache could enable a return to politics by running for the Chamber of Commerce elections, Baron was voted out of office as president of the free economy in Vienna in December 2019 .

Party formation

After several weeks of internal party turmoil, Karl Baron, Dietrich Kops and Klaus Handler finally announced on December 12, 2019, at a press conference, that they were leaving the Vienna FPÖ state party and the state parliament and local council club, after they had their own club called DAÖ shortly before - founded Vienna . The founding of the associated nationwide political party Die Allianz für Österreich ( DAÖ for short ) was also announced. Gernot Rumpold , former federal manager of the FPÖ, was hired as a PR advisor to DAÖ . As a result of the events in the Vienna Landtag, the FPÖ tried not to present the exit of the three mandataries as a split in the FPÖ. The Mayor of Vienna Michael Ludwig described the exit from the FPÖ City Hall Club as a "party political decision of the mandataries concerned."

With or without Strache: Vienna election 2020

Heinz-Christian Strache with the DAÖ founders at their “New Year's Meeting” in January 2020

On December 13, 2019, Strache was finally expelled from the FPÖ, which had only suspended its membership until then, after a meeting of the party court and the Vienna state party executive. Strache then announced that he would think about his next steps over Christmas.

On December 15, he ruled out any interest in chairing DAÖ and wished for a more sustainable project for his return. In contrast, the party reaffirmed in January 2020 that Strache would be its top candidate and announced his appearance as a speaker at the party's so-called “New Year's Meeting” on January 23rd in the Vienna Sofiensäle .

Shortly afterwards, he announced on his Facebook account that a “strong HC STRACHE LISTE (The Alliance for Austria) for Vienna” was needed.

In his speech at the event on January 23rd, in which Strache “settled” with the FPÖ and in which he described the “FPÖ line after him as 'ingratiation' and with false friends”, he did announce that he would appear the Viennese state election, but did not directly confirm that he wanted to do so as the top candidate of DAÖ. First of all there will be talks with the DAÖ club chairman Karl Baron, among other things, and a few “homework” needs to be done before the official announcement. He promised his fans who were present: “I will not let you down.” David Krutzler from Standard saw this as a delaying tactic with which Strache wanted to “keep interest in his person simmering” and that he had hinted that DAÖ at Vienna Wahl would be renamed Strache List. Strache's attacks and the portrayal that the FPÖ had “lost head, heart and soul” after leaving, caused “outrage among his ex-party”. He also said that without him, the Viennese Freedom Party would be below ten percent in the Vienna election and would "disappear into insignificance". In response to this, Michael Stumpf , state party secretary of the Vienna FPÖ, called his ex-boss “an 'egomaniac' who suffers from 'overestimating himself'. 'The FPÖ is more than Mr Strache.' " Dominik Nepp , the managing FPÖ boss in Vienna, wrote in an internal communication to his officials that Strache had given all those voluntary supporters, members and functionaries of the FPÖ mocked ”who“ stuck posters, distributed notes and exposed themselves to hostility from political competitors for 15 years in wind and weather for him and the success of the Freedom Party ”.

While Strache and the DAÖ founders were ready for a group photo at the “New Year's Meeting”, the party played the world hit Live Is Life by Opus . Since the DAÖ had not obtained permission from the band for this, they announced that they would examine legal steps against the unsolicited use. The party then signed a cease and desist declaration.

During the “New Year's Meeting”, Allianz already announced an “Ash Wednesday meeting with HC Strache” for Austria on February 26, 2020, now without the addition of “guest speakers”. In the run-up to this Ash Wednesday meeting, Strache announced that he would make his candidacy official there. Final confirmation followed at a press conference at the end of April 2020.

In the run-up to the election, the small party Wandel raised the charge that Strache's main residence was not in Vienna, but in Weidling - Klosterneuburg and that he was therefore not allowed to run for office in Vienna. Even before the district electoral authority decided to recognize Strache's place of residence in Vienna, Strache presented a team of twenty candidates for the state election with himself at number one on the list. In places two to five follow club chairman Karl Baron, the technical employee and architecture student Raphaela Goeschl-Marambio and the DAÖ co-founders Dietrich Kops and Klaus Handler. After the list was published, some of the candidates were criticized for statements made earlier. One candidate had chanted anti-Semitic slogans such as “ Soros must go!” And “ Rothschild must go!” At a corona demonstration , another candidate had insulted Chancellor Sebastian Kurz in a video and questioned the existence of the virus. A third, a medical officer by profession, had recommended in a foreword to the book " Flu wave through chemtrails " by the pop singer Christian Anders his "book about the vaccine plows" (meaning the book Der Impfwahnsinn ). The political analyst Peter Filzmaier pointed out the connections of the extreme right and conspiracy ideological milieu to Strache and said: “Anyone who has not turned away from him through Ibiza and everything that Strache delivered afterwards, can no longer be shaken by anything. "

Federal party and regional groups

The founding statutes of the political party "DAÖ - The Alliance for Austria" of December 12, 2019 were published on the party's website in January 2020 as required by law and the statutes were documented in the list of parties at the Federal Ministry of the Interior in the January 21, 2020 version . At the same time, the filing of the statutes DAÖ - The Alliance for Austria, Vienna Regional Group, on December 16, 2019, became public, with which this regional party also acquired legal personality.

At the beginning of April 2020, the majority of the FPÖ district group in the Oberpullendorf district switched to DAÖ. It thus formed the first structure of the party outside of Vienna. Based on this district group, the Burgenland regional group of the HC Strache team is to emerge by the municipal council elections in 2022 . Their designated spokesman and initiator of the split is the former FPÖ district spokesman Herbert Adelmann .

During the press conference on May 15, 2020, Strache indicated that some prominent FPÖ members would consider switching to Team Strache. The former member of the National Council, Christian Höbart , was already present during the press conference and was introduced shortly afterwards as the Lower Austrian state spokesman for the party, campaign manager in Vienna and team secretary general.

Representative body in Vienna

Due to the club status of the Vienna City Council and State Parliament Club DAÖ - Vienna , which was founded in December 2019 , it was entitled to up to EUR 62,200 club funding per month and EUR 76,500 per quarter for training and further education measures. In addition, the City of Vienna had to provide the club with premises (575 m²) and work infrastructure.

On January 9, 2020, three FPÖ district councils from Vienna's 10th  district of Favoriten switched to DAÖ and thus founded the first DAÖ district council club. In the further course of the year party conversions followed in the districts of Landstrasse , Meidling ,   Liesing Brigittenau , Favoriten and Penzing . In July 2020, Günter Kasal, a fourth member of the state parliament, moved from the FPÖ to the Strache team. Kasal was also district party chairman in Hietzing , with him four of the seven FPÖ district councils there changed to the new party. For the 2020 district council elections, the HC Strache team submitted nominations for all 23 districts.

Trivia

Political competitors and the general public also abbreviate the Team HC Strache party because of its name as "THC", which is also the abbreviation for tetrahydrocannabinol , the active ingredient in the drugs marijuana and hashish .
